Bulgaria's Citizenship by Investment Program

It is the case that Bulgaria does not actually have a citizenship by investment programme, but rather an accelerated route to citizenship through naturalisation. The Investor Programme for Residency and Citizenship in Bulgaria (also known as the Immigrant Investor programs), was introduced in 2009 by amendments to the Bulgarian Citizenship Act, Foreigners in the Republic of Bulgaria Act, and implementing government regulations. 

In early 2013, the Bulgarian government voted to amend the nation's Investor Programme for Residency and Citizenship (IPRC) in order to make the programme more attractive to potential foreign investors. The amendments include a waiver of the Bulgarian language requirements and a waiver of the renunciation of the investor's former nationality requirement. 
Another important amendment is that the investor is now exempt from the normal requirement that permanent residents live in Bulgaria for at least 180 days over the course of five years.

Bulgarian Citizenship for Foreign Investors

To qualify for Bulgarian citizenship by the fast-route programme, the investor must be over 18 years old, hold a clean criminal record issued by their origin country and fulfill the following requirements: 

Fast-track option

1. The first step of the naturalisation process is for the applicant to obtain permanent residence in Bulgaria by investing at least BGN 1.000.000 (€511.292) in one or more of the following investment options, held for a minimum period of between two to five years (depending on investment option): 
  • Investment in shares of Bulgarian companies traded on the Bulgarian stock exchange 
  • Investment in Bulgarian state bonds, municipal bonds as well as their derivatives 
  • Deposits in Bulgarian bank in the form of a trust account 
  • Investment in State property, shares of privatized companies, intellectual properties or patents 
2. Once the investor has acquired permanent residence status, they may apply for the fast-track option to naturalisation by fulfilling the below additional requirements: 
  • Have at least 1 year of Permanent Resident status; and 
  • Have a combined net worth greater than BGN 2.000.000 (€1.022.000), by doubling their initial investment by investing an additional €511.292 in government bonds or in the capital of a Bulgarian company

Procedure for the Bulgarian Citizenship by Investment application

We set-out below the steps of the process of applying for citizenship of Bulgaria via the fast-track route for naturalisation:
  1. Review and selection of qualifying initial investment 
  2. Investment of 512.000 in the chosen investment option 
  3. Preparation and submission of permanent residence status applications (1-3 months processing time)
  4. Issuance of Permanent Residence Permit 
  5. After 12 months, increase of the investment by an additional €512.000 in the investors portfolio 
  6. Completion of all program application forms and agreements for citizenship 
  7. Submission of all required documents and forms to the Bulgarian Authorities and pay the application fee 
  8. Final approval by the Bulgarian Minister of Justice and President of the Republic of Bulgaria 
  9. Approval of application and issuance of naturalisation certificate
  10. Passports applications and issuance 
 The process to obtain the citizenship of Bulgaria is expected to take up to 24 months.
